Whether your phone will work in Australia depends on whether the carrier you bought the phone from has locked it to their network.

If it is, you might have to either ask your carrier for an unlock code or figure out how to unlock it by rooting your phone.

After that, your phone will work anywhere on your current flashed phone.

Reflashing will not solve your problem.

All phones in Thailand are unlocked. If you are planning to buy a smart phone here in Thailand it will work in Australia with a sims from Australia. Check with the seller if the phone is 3G. Best place to go for a phone is MBK, 4TH Floor, it has 100′s of small shops and the people will help you. Just remember when you buy your phone, if it’s just too cheap it could be a copy and not the real thing. Ipones go for over 20,000 baht here 16 gb. If you got an offer for one less than than it could be a fake. Just be informed and know what you are looking for before you go. Another word of advice, depending on where you are from, Thailand has a high tax on phones, so it may cost you more here than your home country. Like I said know what you want and how much it cost in your home country.
